Here's a program very similar to PayPopup, in the pay structure. They pay out $1.5 CPM for RAW pops. It's operated by Oversee.net, the same people who run TargetWords.
The program offers code that will frequency cap its pops to one in three days, one a day, one a session, or turn off frequency capping altogether. (The capping is done with client-side javascript cookies, so is not very precise.)
The payout minimum is $25 for the monthly payments, and any webmaster with decent traffic should have no trouble getting a monthly check under these terms. Their payout is super-fast, with checks arriving in the first half of the month following any month where you reach the $25.
As is the case with most such networks, there is a referral program, paying out 10% to any user you send them.
The statistics are your standard fare. They show you your running total including any carry-over, and allow you to see past earnings history, as well as any referal earnings you may have (broken down by day). The numbers update throughout the day, though as far as we can tell, they are always a few hours behind real-time. (Sorry, stats junkies.)
If you want to run this program across more than one site, you will have to apply for each one separately. The upshot of this, is that you can view statistics for each one of your sites independently, and see where the use of the program is not paying as well as you would expect.
There is also an option to view the statistics of all your Oversee.net accounts (including any PopupSponsor and TargetWords accounts you have) on one page. This is useful, since the total shown on this page will be the basis of the check you get at the end of the month (provided the number reaches the $25 minimum.)
One problem area with this program has been communication with its publishers. Up until a few months ago, the program paid $3.00 CPM for unique traffic. The jump to $1.5 CPM for raw impressions was made without notifying any of the publishers, nor was it at all mentioned on the program's site. The staff has sent us email assuring that this would be one of the areas they would be working to improve, but we will have to wait and see.
In all, this is a decent program with payouts on the low side. Because the rates are far below those offered by PopUpTraffic, we recommend this as your second or third pop option (if you decide to show your visitors that many). While the statistics and the payout schedule are good, we would recommend this program much more readily if it was still paying its original $3.00 CPM for uniques.
